These generic positions are located in the Regional Office for Eastern Africa (ROEA), Counter Piracy Programme (CPP), Integrated Programme and Oversight Branch (IPB), Division for Operations (DO), United Nations Office on Drugs and Crimes (UNODC) in various duty stations (Nairobi, Port Louis, Dar-Es-Salaam, Garoowe, Hargeisa, Port Victoria).

The Programme Officer (Counter-Piracy) will report to the ROEA Representative and work under the direct supervision of the CPP Programme Coordinator and in consultation with the Regional Desk for Africa and Middle East and IPB, in UNODC Headquarters.

JOB RESPONSIBILITIES:

The incumbent will perform the following tasks (if and when requested):
  • Provide specialized substantive expertise in criminal justice aspects pertaining to the Counter Piracy Programme; formulate policy and programme recommendations for consideration by senior management; prepare and carry-out technical briefings,
  • Implement, coordinate and manage project/programme activities according to approved project/programme document/revisions, valid Contribution Agreement with the European Union (EU), other donor funding agreements, valid policies and financial rules and regulations, and costed work plan/s; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions,
  • Supervise project expenditures and utilization of funds related to the Counter Piracy Programme and ensure compliance with United Nations financial rules and regulations, initiate project and/or budget revisions,
  • Serve as lead substantive officer for the preparation and dissemination of costed work plans, terms of reference and other related project documentation,
  • Identify procurement needs (goods and services) and support the full procurement cycle of the various options,
  • Research, analyze and present information gathered from diverse sources, relevant for project implementation pertaining to the fight against piracy,
  • Prepare various written outputs, e.g. briefing notes for senior management, sections of UN/UNODC reports such as UNODC Annual Report, lead the process of ensuring quality inputs to publications, website and other reports,
  • Conceptualize and prepare substantive and financial reports (monthly financial and quarterly narrative Programme and Financial Information Management System (ProFi) reports, semi-annual and annual project progress reports, inputs to Quarterly Field Reports (QFRs), annual report to European Union),
  • Provide substantive backstopping to consultative and other meetings including Project Steering Committee (PSC) meetings, training, conferences and workshops, preparing agenda topics, identifying participants, preparing documents and presentations, etc,
  • Lead and/or participate in large and complex field missions (e.g. Monitoring & Evaluation missions), guide external consultants, government officials and other parties and drafts mission reports, and ensure follow-up action,
  • Provide substantive support to the Programme Coordinator in identifying and implementing maximum strategic visibility for project counterparts, donors/partners and UNODC, in particular as regards European Union visibility in line with respective rules and guidelines,
  • Liaise effectively with donors, development partners and other stakeholders; make project achievements known and identify areas of new assistance,
  • Prepare new project concepts and documents to diversify its portfolio (in line with the Regional Programme East Africa, UNODC Menu of Services and UNODC strategic frameworks) for circulation with potential partners/donors,
  • Contribute to managing human and financial resources allocated to the area of work by coordinating the work of and guiding support staff; participate in the selection and recruitment process of international and local staff; carry out programmatic/administrative tasks necessary for the achievement of expected results; prepare inputs for budgets, performance parameters and indicators, programme performance reports and inputs for results-based budgeting and results-based management,
  • Perform any other duties as required/assigned.
JOB COMPETENCIES:

  • Has knowledge and good understanding of theories, concepts and approaches relevant to crime issues (international crime prevention), in particular to countering maritime piracy; has knowledge of criminal justice, law enforcement, United Nations rules and regulations, the relevant mandates of the United Nations Office on Drugs and Crime; demonstrates very good research, analytical, planning and organizational skills; is able to identify and contribute to the solution of problems/issues; has knowledge of various research methodologies and sources, including electronic sources on the internet, intranet and other databases,

PLANNING & ORGANIZING:

ACCOUNTABILITY:
  • Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.
EDUCATION:
  • Advanced university degree (Master's degree or equivalent) in law, criminology, social sciences, police administration, business or public administration or relevant social or political area with focus on international maritime affairs, international security policy, criminal justice and/or law enforcement issues,
  • A first-level university degree in similar fields in combination with qualifying experience may be accepted in lieu of the advanced university degree.
WORK EXPERIENCE:
  • A minimum of seven years of progressively responsible experience in law enforcement or in the fields of crime prevention or criminal justice is required,
  • Several years of experience in programme management (including financial aspects) is required,
  • Several years of work experience in an international environment and in advising national jurisdictions on issues of criminal justice and law enforcement is required,
  • Experience in maritime piracy in the Indian Ocean is an advantage,
  • Several years of experience as a trainer in law enforcement is an advantage.
LANGUAGES:
  • English and French are the working languages of United Nations Secretariat. For the position advertised, fluency in English, i.e. oral and written proficiency, is required. Knowledge of French is an asset. Knowledge of another official United Nations language is an advantage.

Filling of a specific post will be subject to funding availability and the appointment will be for a period of one year. Extension of the appointment will be subject to extension of the mandate and/or the availability of funds.
