UNDP Current Jobs in Kenya: Recruitment for Local Consultant

POST TITLE:   Local Consultant

SUPERVISOR: Focal point Civil Military officer for OCHA Somalia Anticipated presence at UNDP premises:2 days per week.

ORGANIZATION CONTEXT:

In the area of UN Humanitarian Civil-Military Coordination (UN-CMCoord), UNOCHA has an IASC endorsed mandate to provide, at Headquarters and in the field, a coordination link to military forces operating in the same area as humanitarian organisations. In a complex emergency environment such as that in Somalia, such coordination may include mutual exchange of relevant information and deconfliction of activities, such as notice of movement, locations and intentions; location of IDP camps and movement; engagement regarding Protection of Civilians issues and advice regarding the military involvement in humanitarian relief activities and identification of military implemented, humanitarian related projects.

Currently there are three foreign military forces opposing an insurgency force, Al Shabaab, in Somalia. In Mogadishu, the African Union raised force; AMISOM is acting in support of the TFG. More recently, the Kenyan government has deployed its military, supported by Somali Transitional Federal Government forces, inside the southern borders of Somalia, with the stated aim of reaching and securing the Al Shabaab controlled port of Kismayo. Likewise, the Ethiopian government has deployed its military across the Somali border.

An OCHA staff member, on surge to OCHA Somalia, from the OCHA Regional Office is to provide the focal point for CMCoord issues and the CMCoord related liaison with the humanitarian community.

To supplement this capability, there is a requirement to provide expertise with specific knowledge and experience of the Kenyan military, to be able to provide a conduit for information exchange, interpretation of military language, operations and intent in terms of impact on humanitarian activities.

It is envisaged that this resource person will be required for a period of 3 months, but maybe lengthened or shortened, depending on the Kenyan military operations. The position is required part time, 2 days per week.

Objectives of the assignment:
  •  Assist at providing a conduit for information exchange , deconfliction with Kenyan Defence Forces.

SCOPE OF WORK:
  • Provide expert technical advice on UN-CMCoord interaction with the Kenyan military authorities,
  • Provide the conduit for engagement with the Kenyan military authorities,
  • Monitor Kenyan and other foreign military activity within Somalia and provide assessment of intent and impact,
  • Design and deliver humanitarian UN-CMCoord training for Kenyan military personnel if required,
  • Design and deliver humanitarian UN-CMCoord training for the humanitarian community in Kenya and Somalia as required,
  • Perform other tasks as may be required Monitoring and Progress controls Regular feedback to be provided by the supervisor, mid-term review to be agreed upon,
  • Final product/Deliverables Weekly and end of assignment report are to be compiled and sent to CMCOORD focal point at OCHA Somalia Review/approval time,
  • The performance of the contractor will be reviewed on a regular basis to approve outputs prior to authorization of payments.

EDUCATIONAL QUALIFICATIONS, SKILLS & EXPERIENCE:
  • Completion of Secondary Education. University Degree or equivalent in Social Sciences , International Relations , Political Science s or related field would be desirable, but it is not a requirement,
  • 7 years of progressively responsible relevant experience with the military is required at the national or international level. Experience in development and delivery of courses and other related materials.
  • Knowledge of the wider military and humanitarian communities, their structures and operational procedures, coupled with knowledge and understanding of the Kenyan Defence Forces and UN Policies will be an asset,
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Other Information Terms of Service:
  • This is a non-staff contract under the Individual Contractor (IC) modality of hiring of the UNDP,
  • Individuals engaged under an IC serve in their individual capacity and not as representative of a government institutions, corporate body or other authority external to UNDP,
  • The incumbent shall not be considered as staff of UNDP, the UN common system or the government and are therefore not entitled to any diplomatic privileges or any other special status or conditions.

OTHER INFORMATION:
  • The expert will be required to have a personal laptop computer.
